Jenna graduated from the University of Colorado in 2014 with a Master’s of Public Administration (MPA) and a passion for curating partnerships and helping organizations reach their full potential. Ms. Celmer joined the PCC as Stakeholder Engagement Manager in 2016.​

Jenna maintained an active role in the Colorado Springs community during her educational career by helping to launch the UCCS Graduate Student Association as Marketing & Public Relations Officer in 2013. She also capitalized on her community engagement and fundraising skills to solicit over $35,000 in donations from local and Fortune 500 companies for the Peterson, Schriever & Cheyenne Mountain Military Spouse’s Club annual charity event in 2013/14, setting a benchmark for the organization. In 2014 Jenna transitioned to an internship with Mountain Metro Transit where her skills in marketing and public outreach were used to successfully negotiate with over 20 companies for youth bus pass discounts and facilitate partnerships with local colleges to begin a student bus pass program.

In January 2015 Jenna was recruited by the O’Neil Group Company to help launch the Catalyst Campus, an urban technology hub which merges R&D with the entrepreneurial spirit. Here, she helped leverage her team’s unique skills to navigate local, federal and private funding process to secure over $200,000 for Campus improvements to date. Jenna spearheaded stakeholder involvement efforts and curated grass roots buy-in from state and local political leaders, high ranking military officials, community leaders and technology industry CEOs using strategic engagement initiatives. Jenna also launched successful digital marketing efforts, including a complete website redesign and social media platforms; strategically focusing resources and securing sponsorships to keep spending below the budget she prepared and managed. Jenna’s ingenuity, adaptability and adeptness at fostering community partnerships led to her advancement to Communications & Community Engagement Manager for the Southern Colorado Technology Alliance in October 2015. Through this station, Jenna guided the promotion, growth and advancement of the technology sector in Colorado Springs.

Jenna’s specialties include working with quick-moving organizations with limited infrastructure or resources; creating data-driven solutions and processes from the chaos, and harnessing the power of great ideas through targeted outreach and collaboration. She hopes to leverage her existing skill sets and passion for athletic triumph to propel the Partnership for Clean Competition to new levels of funding and awareness.

Before moving to Colorado, Jenna lived in Germany, France and Spain with her Active Duty Air Force husband. She is originally from Kitchener, Ontario, Canada.
